  1. I think a key aspect of moral development is creating an understanding of responsibility.  So, some activities that incorporate responsibiliity and satisfaction (most of the time responsibility is crammed down peoples brains in school, or work; activies that have no fun for kids) are things like:

    Hiking

    Backpacking

    Canoeing

    Camping

    Rock Climbing

    Summer Camps (councelor or camper)

    Taking care of a pet


  2. Helping serving food at a local homeless shelter. Helping at a clothing/supply drive for a women/children domestic abuse shelter. Doing beach/park cleanups. Planting trees with a group like TreePeople. Going on a nature walk/hike and taking picture of plants and animals and looking them up to learn more.

    There are a lot of things you could do. Heck, even going to a community thing like a potluck or farmers market and being polite and talking/playing with local kids could be a great thing.

    So many little everyday things are good chances for moral development and life lessons.

  3. Role playing = set up a situation and have the children playing each side = a bully on the bus - and the child being bullied.  Some finds money - and what should he do?  Something gets broke at school - and the principal.  Some one stole something from a store - and the store security.  Have the children suggest ideas- once they get involved - they will have life experiences that they would like to see how others would resolve the question.  The ideas will flow.  One project my son had at school - was each child had to have a handicap - blind, in a wheelchair, deaf etc. and spend the day as this handicapped child.  It certainly explained how handicapped children wanted to fit in and make friends as much as the other children did.  Lots of situations to explore for role playing - and it doesn't involve any cost.  A child's imagination is a wonder all in its own.
