What are some alternives to the "ship & bury" approach to waste management for New York City?

The obvious one is the 3Rs.

Alternatives will be based on the type of waste generated, for example food items and garden waste can be composted in back yards, paper, cans and metallic products can be recycled, some of the producs can be reused. All these approaches adopted itegatedely can help reduce the amount of waste and the remaining could be incinerated to further reduce the volume.

Politely ask 8 million people to move somewhere else, put up a fence, and preserve the boroughs as a museum piece.
