Assume you mean H.R.25----It will never happen----It also is a direct tax as is the present Withholding Tax and both are unconsitutional and when evidence is placed before the SCOTUS they will so rule.

One of my main concerns is that the basic tax structure now is pretty fair.  The top 20% of Americans own 80% of the  wealth and pay 80% of the taxes.  What is so unfair about that?

fair tax? What do you mean? A flat tax? Or maybe a fair capital gains tax (like what Obama is calling for) or what?
