The reason its difficult to get things agreed or resolved within a beauracracy is that although things may be considered at every level (which can be a good thing - better than power just invested in a few) the powers that be on the individual levels don't have the authority to decide things - so they have to take it up to the next level and so on, which sometimes takes forever!
