Some things that have been implicated in perception include the salience of the target, attention, and interpretive mechanisms - which are built from cognitive schema. These schema arise from individual experience.  Much of the interpretive material originates from social knowledge aka culture in that many concepts are socially constructed.  These concepts are learned by an individual and used by them to understand the stimuli in their environment through perception.
