What are some good easy fast ways to take a border of wallpaper down with?

Downey fabric softener, this will loosen the glue backing.

spray hot water on it let it sit, as you are spraying ahead.it should come right off  wash with clean  water, and keep several dry towels,to catch the runs. don't use any knives, or you will have cut marks into you wall that will need to be patched,and sanded,and re-painted.if needed you can use a spackling knife with a 2-3" span,to slide up under the wallpaper.

White vinegar works wonderful. Also disinfects at the same time. Take the edge of a knife or the scissors and scratch little X's all over the border then with a sponge or wash cloth wipe on the vinegar across the surface. Let it sit for a few minutes to reach the backing. With the edge of your knife and lift the border, using the sponge or cloth with vinegar to wipe any border that won't let go. Finally with a clean damp cloth wipe the whole wall down and you are ready to put up new paper or let dry and paint. Or leave it as is although it is common for walls to age and the border leaves a clean spot underneath.
