Online Editing:

http://www.picnik.com/ - It's fast, easy, and works great. Lots of effects as well as basic and more advanced adjustment. Very user friendly.

https://www.photoshop.com/express/landin... - It's a free basic version of photoshop online - personally I don't like it too much, but if you're used to photoshop, this may be what you want.

Download:

http://www.gimp.org/ - Amazing!!! Tons of tools, much like photoshop, but I find it a lot easier to use.

http://picasa.google.com/download/ Basically a photo storage organization software, but also has a fairly good photo editor.

Online Effects:

http://bighugelabs.com/ - Great for mosaics and many other uses. Also can be linked easily to your flickr profile.

You can definitely try downloading Irfanview. It's a small file, packed with loads of different things you can use, & is free. Check it out!
