Two lesser known schools in Virginia are UVa-Wise and Emory and Henry.  They are located in Southwestern Virginia; both are considered top-notch colleges with respected education departments.  

Of course, the Curry School of Education (@ the University of Virginia) is widely considered to be among the best of the best nationwide.

Keep in mind that you usually have to do student teaching nearby your college, so you may want to taylor your location to the demographics you want to teach.  You may also want to consider if the school you select to attend allows for DOD or other student teaching abroad options.
