I'm interested in bioengineering or environmental engineering, and was wondering what schools have good engineering programs in northeastern U.S. I am not looking for the schools (like syracuse or RPI) that cost about $50,000 a year total. I'm hoping to find a college that is under $30,000 including room and board.

  3. The cheapest I found was RIT for 37K.  The nice thing about their program is it is a Co-op program that used to have a 2 - 3 program with community colleges.  The first 2 years you take at a community college, so I would check into seeing they are still doing the program.  The last three years of the program you co-op in your filed every other quarter (they are on the quarter system vs. semester)  I went there for my second undergrad degree and took the IE program.  I can't say enough about the experience.  The classes were smaller than the other engineering programs and Dr Reeve had an open door policy. The new dept head was a classmate and I am sure runs the department very similarly.
