some kind of chewy candy... that way it's not hard for the little ones.. maybe gummy bears or something

That's a big jump!  

Honestly, I would break the bags up into age groups.  you can't compare a 1year old to a 12 year old.  

If you want to keep them all together though you can put in:

Stickers

candy (everyone loves candy!)

Pens and pencils

little notepads and notebooks

lipgloss (little ones love that!

little cars for the boys

fruit snacks or goldfish crackers

animal crackers

chips, snacks

crayons

little stuffed toy

candy necklaces and bracelets

jewelry, like the rubber ones at the dollar store

Inflatable beach balls

gift card for ice cream or movie rental

package of microwave popcorn (older ones)

hair accessories

Candy, stickers, gel pens, hair clips(for girls),little toy cars (for the boys), silly putty, bracelets, necklaces, mood rings, stress balls, key chains, funky sunglasses, lip gloss (for the girls), a little photo frame, bookmarks, a stuffed toy...... I hoped I helped. And for an extra, you can have a grand prize, which the kids have to compete to win... it could be a CD, photo album, those cheap cameras, a big teddy bear and a beach ball. definitely go to Dollar Tree, or whatever $1 store you have:   glowsticks (bracelets & necklaces) ... bubbles  ... slime ... floam ...  giant bugs ...  dehydrated animals & washcloths that enlarge in water ... sidewalk chalk ... bath paint ... nail decals & body tattoo decals  ... lip balm ... Pez dispensers  ... silly putty
