I am not eligible for need based aide, due to previous earnings. But due to another job loss in very cyclic industry and having few transferrable skills, I have to retrain to provide for my family.

A lot of these programs are state-based - you didn't indicate what state you're a resident of, so I can't refer you to any specific programs.

Just as an example, the State of Washington has a Worker Retraining program that pays for tuition, books and fees for adult students who elect to return to school as part of an economically-motivated career necessity. On the unlikely chance that you actually live in Washington, I've linked to the state website below. Even if that's not the case, this program provides an excellent example of the types of State-funded programs that are available.

If you are a veteran of the US military, there are grants available for retraining.

I found a publication that claims to be an excellent resource. I'm not recommending it, because I know nothing at all about it, other than what it says in the ad. I just thought I'd bring it to your attention for your own consideration.

I'll keep an eye out for your question if you're able to post again, with more details. Good luck to you.
