What are some inexpensive ways to weatherproofing a Duplex?

I seen some tips on how to weatherproof a home but my family and I reside in a two bedroom two bath duplex(our first from apt. living after 10 years), with a finished basement and laundry area and our home was extremely cold in the winter. These duplexes have been here since the 1960's so I'm not sure if the walls are insulated and the windows are single paned. Because of that the bedrooms were so cold that the heat wasn't doing us any justice. I know putting plastic over windows is one option. I placed bubble plastic halfway over my window and covered the sill with a bath towel but that didn't work. Cold air was still coming from the outside. Since we're renting and our landlord doesn't see it as a major problem, what are some inexpensive ways to weatherproofing this duplex so when the cold weather gets here, we'll be prepared.

  1. Caulking and insulation .lots of it, is the cheapest.
