Buoys are only one method that we track El Nino's and La Nina's.  Weather satellites are very capable of tracking and observing these ocean hot spots from space.  Several National Oceanographic and Atmospheric administration (NOAA) satellites as well as NASA satellites are designed to monitor the ocean surface temperature.  The NOAA ones are the GOES and POES spacecraft the have atmospheric sounders that are used also to observe sea surface temperature.  NASA has the AQUA and several others that do the same thing.
