Paris has very little violent street crime so you can go most anywhere within the city proper (the numbered arrondissements) without worrying.

The 5th arrondissement is probably what you're looking for with the 6th and 4th as close seconds.

Exactly where to go would depend on your age, gender, sexual orientation, and musical tastes.

OMG French cafes are the best! WALK around in the Arr 1-2-4-5. Four and Five is the Latin Arr and have great restaurants - right over the Seine River. Bars IE Discos are located mainly in Arr 2-3. Paris is divided up into sections 1-2-3-4-5 are the best to be in and closest to almost everything young oriented. Do ook up the flea markets. The Largest one and very first in the world - flea markets originated there in 1400, whe the Royals threw out their clothes and the loyal subjest all wanted them hence flea market. It's more like a festival and has tons of stuff and shops really very FUN and cheap stuff from leather and jewelry . Have FUN!!! I love Paris
