  1. pretty much the mazda 3 is one of the best for that price range...but i would also look into used...i bought a used 06 cadillac cts for 17k....and i'm pretty sure it's better than anything you can get new for that price...

  2. Consumer Reports recently rated the Volkswagen Rabbit and the Hyundai Elantra to be the top cars in this price range.

  3. Toyota Corolla, Honda Civic, Nissan Sentra, Mazda 3, Pontiac G6, Hyundai Elantra, Volkswagen Rabbit,

  4. Well, if you're looking new, then the previous answer pretty much covers it.  Used can get you a step up, i.e. Accord, Camry, Mazda6, Fusion, Malibu, Jetta...

I've been looking for a car in the 15,000-18,000 range myself, used, and my best advice is to have everyone who will be driving the car go test drive it.  Consider maintenance costs, regular v. premium v. diesel fuel, reliability history, insurance, engine size, passenger room, cargo, and all that jazz, but in the end the point of a car is to drive it.  So if you don't like being in it, don't get it.  And you might change your mind about a car once you sit in it (I found that I don't like Camry's, but I was surprised how much I liked both the Jetta and the Rabbit I sat in).

Edmunds, Consumer Reports, and Kelley Blue Book are all really helpful, btw.
