What are some of the problems of Rouen, France?

I'm doing a French project on Rouen, and one of the parts is an oral presentation on the problems of my city:

What is the problem?

What have they done about it?

What do they still need to do?

I honestly can NOT find problems in Rouen, especially because it's a fairly decent city in France. Any help would be appreciated.

Have you tried the French Y/A? Some locals should be able to answer you. There are always people to find something wrong with the way their town is administered, whether it be about local transportation, recycling, day care (because tey are  managed by the towns), safety, etc.

Go also to google.fr and yahoo.fr and type "ville de rouen" it should take you to the city's official website and "blog rouen" for blogs by people from Rouen discussing their city. Hope this helps!
