I would think the things young children need in a school are universal no matter where you are.  Check for adequate licensing, and good staff/child ratio (should be no more than 10 children per one adult).  Check the children's schedule to be sure that it provides for both structured and unstructured activities.  The rooms should be clean and well-lit with lots of literacy-focused materials, plenty of print and books.  There should also be toys available such as blocks, items for pretend play, math and science oriented items, and there should be opportunity for outdoor play.  Ask about the school's discipline policy and what the children's classroom rules are.  Try to observe a class in progress, and once you have chosen a program, try to volunteer a little time in the classroom so you can see firsthand what your child is experiencing.
