What are some of the ways to increase the safety and security on humanitarian and UN personnel?

Since they are working on field operations in politically unstable countries like Sudan and South Africa they are constantly exposed to life threatening dangers.

Let them actively hunt down the bad guys.  I remember reading an article about the UN mission in Somolia around the time of "black hawk down."  There was a UN outpost which was authorized to defend people up to a certain street.  So, the warlords would bring people to the other side of that street and shoot them.  

And the UN peacekeepers could do nothing about it.
