What are some positive alternatives to energy subsidies?

What other incentives have been proposed to help reduce pollution and invest in alternative energy research? Incentives that do not hinder economic growth?

I think the best would be solar energy...the reason why its so impractical now is because panels aren't getting recognition like they're supposed to from politics...real expensive...and the sun could support earth and more with the tech we have today...research into photovoltics is somewhat limited though...again: politics.
