What are some reasons that a freshman guy would not flirt with a girl who is his age?

As opposed to what age? Well, it could be that the guy doesn't find those in his age desirable (whether it be maturity, looks, or just because), he is really interested it a younger/older girl, or he simply is not interested in a relationship at the time.
