it doesnt matter, peopel dont know how to play blackjack such that they will minimise the hosue edge anyways.  make any rules you want, even if playing strategy for the rules you offer yeilds a player edge, nobody will know how to do it, and they will just lose money form making stupid plays, this is why blackjack is still offered in casinos even though cards counters can destroy it.

The average person has no idea how to play blackjack period.

a bad game with not so unheard of rules might be:

8 decks

dealer hits a soft 17

no double after split

split to only two hands

double on 10 and 11 only

blackjack pays even money

that game woudl have a ginormous hosue edge
