In my little hick town outside of Toronto, crack, welfare, and drugs and alcohol are a major problem. So is illiteracy or at least from my time spent volunteering in elementary schools I predict that it will be. You wouldn't believe the number of kids in Kindergarten through to grade eight that can't read or don't comprehend what they are reading. My town was a major car manufacturing town decades ago which it is no longer so a lot of people didn't put enough focus into going to school. People were able to raise their children off of decent salaries, buy homes, go on trips and earn a decent living all together with little to no education. Now that GM is shipping out the city and the people are taking a major hit because a lot of them are otherwise unskilled or untrained. The new residents, (myself included) haven't lived here all their lives, have gone to school or are here for school and have moved in because housing is cheaper here than Toronto.
