  1. Lots of things can be done here, but the most important thing is to make the fluency strategies fun for students.

    1.  Rereading texts several times while allowing students to time themselves at 1 minute increments.  Have students mark the spot they get to after the 1 minute.  Then repeat the timing/reading from the beginning.  Keep doing this for 5 to 7 trials.  (My students loved it so much they would do it for an average of 10 to 15 minutes) It is the goal that students get past their previous reading with each new timed reading.

    2.  Listen to books on tape

  2. I have found have my students preread a passage.  The teacher prereads the passage aloud and then have students read aloud individually with partners or in guided reading group.  Practice reading at home independent level book.  

    My students with low fluency are placed in an independent level of reading material for practice with fluency.  Levels are increased as student fluency increases.

  3. Make reading fun and interactive.  Allow students to read in a comfortable area and allow them to have active discussions about the book such as having everyone guess what will happen next.

  4. What grade level?  Younger students can practice with sight phrase flash cards instead of sight words.  They can use a marker to keep their place.  They can use vocal expression when reading orally (after listening to a good model)  Reading on an easy level rather than a learning level can help them practice fluency. Also reading books that  are written with a repeating pattern might help.

  5. Choral reading, echo reading, reading with a partner.  Check out "When Kids Can't Read" by Kylene Beers.  It is an AMAZING book on teaching reading-- particularly useful for middle school students.  It has a lot of info on fluency.

  6. If it is Elementary school I can tell you learning site words is NOT going to work.  The best way is teachings phonics....I recommend the book "Teach Your Child to Read in 100 Easy Lessons".  The method they use for teaching is GREAT.
