First, you need to get either nonprofit status, or, you need to negotiate with an existing organization who would be willing to own/sponsor this effort (for instance, Goodwill in Austin, Texas does this).

You need to secure a place to store the donated computer/electronics, and this can be complicated, as such can be considered hazardous materials. Talk with your local  codes rep for more information. And talk to computer and electronics donation centers in other communities to see how they addressed this problem.

Whether you form a nonprofit on your own, or try to sell this idea to another nonprofit, you need to get a very impassioned group of people together who support your idea and will provide some start up funding and help with this effort, you need to get letters of endorsement from existing organizations saying this program is needed, you need to have data that shows your target group is in need whatever service it is that you want to provide and that they are not served otherwise, and you need to have a draft of what your first year's budget would look like (what expenses you expect to incur, what you expect to pay staff, city permits, etc.)
