What are some things they tried to do to stop pollution in the ocean?

A good example of some thing that was done, was to stop a lot of effluent from dumping in to our rivers. As I am sure that you already know the rivers flow to the sea if they are dirty so the sea becomes dirty. Some people felt that this wasn't going to work very well. However the Hudson river has come back to life, before this was put into place the Hudson river was really a cesspool. Also many of the ships nolonger dump the effluent at sea but have is pumped off in port.
