They can message other users, but the messages are pre-typed ("I'm a jokester!" or "Let's boogie!"), so he can't get into any trouble. I adored that site as a kid.

http://www.neopets.com  --- A rather obvious one. If your brother puts in the proper age when he signs up (they have different age group options), then he will be allowed to do some things, but not things that might not be something he should be doing. Neopets is good about that.
