  1. 1.  Mandatory.  Such as taxes.

    2.  Optional.  Such as medical insurance, retirement, etc.

    "Circular E" is another name for IRS Pub 15 which covers Feder tax withholding requirements and amounts.


  2. One is variously called FICA or Social Security/Medicare or Trust fund taxes.

    The other is withholding.

    Circular E aka Pub 15 has tables to compute the FICA tax and withholding.
