This is the highest rating used by travel sites, books, and hotel booking agencies.  Travelocity.com uses a subjective system to identify five star hotels as this:  "These luxury properties are members of an elite group of hotels that exhibit an exceptionally high degree of service and hospitality".  Orbitz.com states this:  "Luxury hotel: Treat yourself well with first-class services and accommodations. The hotel decor usually creates an elegant ambience from the lobby to each individual guest room or suite. Hotel restaurants are often renown for their famous chefs and delectable dishes and are usually located in the most desirable locations in major cities and resort areas. Other amenities include: valet parking, concierge service, room service, well-equipped fitness centers and state-of-the-art business centers."

    However, the five star system goes back to a means of identifying hotel servces, such as:  24 hr concierge, fitness center, business center, valet parking, resteraunt onsite, 24 hr room service, same day laundry service, spa, pool, newspaper delivery, phones, tv's, etc.  

    There are more services not normally rated by govts, such as wifi access, 24 hr casino, 24 hr restaraunt, fine dining restaraunt, in house shopping court/mall, in room spa services, in room prostitution, amusment rides on site, in house movie and imax theater, helicopter pad, private beach, attached docking for yachts, on site or in room day care, activity director, tour group services; scuba, boat, jet ski, sky dive, horse rentals, even onsite dolphins or small zoo like attractions etc.  

    Some hotels have sought to call themselves six star in an attempt to stand out amongst other fine establishments.  One hotel in Dubai, the Burj Al Arab even declares itself a "seven star" hotel.  This is because a hotel is starred based on it's standard rooms, the penthouse and suites are may have amazing features but are not identified in the starring process.  At the Burj Al Arab all 202 rooms are duplex suites, no smaller than 1,530 feet.
