  1. The National Football League has very specific draft eligibility rules. They determine which players can be selected in the NFL draft, the order in which they are selected, the teams who select the players and the contracts that are offered to the players. NFL draft eligibility rules follow a complex and elaborate formula designed to promote fairness among the league's 32 teams.

          Player Eligibility
       1. Football players who have been out of high school for at least three years are eligible for the NFL draft. The rules do not state that a player must attend college, but virtually all of the players selected in the NFL draft played college football. A year as a "redshirt" player in college counts toward eligibility even though the player was not allowed to participate in games during that year. Therefore players who have completed their redshirt sophomore year can enter the NFL draft. A few players are also selected from other football leagues like the Arena Football League or the Canadian Football League.
          Draft Pick Order
       2. The 32 NFL teams select players from the NFL draft in an order determined by a long list of factors. The primary factor is how the team performed the year before. The first pick goes to the team that had the worst record. Teams with progressively better records are then seeded lower on the pick order list. If teams have the same record, those who failed to make the playoffs pick before those who did. Teams that lost earlier in the playoffs pick before those that went further. If there is still a tie, teams with a weaker strength of schedule pick before those with a stronger ones. The winner of the Super Bowl picks last while the loser of the Super Bowl picks second to last regardless of their regular season record. When all the teams have made their picks, the round is over and picks start again from the top of the list. Teams with the same regular season record then rotate their pick order every round.
          Team Eligibility
       3. Sometimes NFL teams are not eligible to make certain NFL draft picks. For example, in 2007 the New England Patriots were stripped of NFL draft picks for illegally taping the sideline signals of other teams. The commissioner decided that the Patriots had to give up their first round pick the next year if they made the playoffs. However, the Patriots did not make the playoffs in 2008. As a result, they only had to give up a second round and third round draft pick.
          Supplemental Draft Eligibility
       4. There is a second draft just before the start of the NFL season called the Supplemental Draft. Players selected in the Supplemental Draft tend to be players who intend to play another year of college football but for some reason do not. Sometimes the players are thrown off their college teams for disciplinary or academic reasons. Players entering the Supplemental Draft must meet the same eligibility requirements of players entering the regular draft. They must be out of high school for at least three years.
          Holdout Eligibility
       5. Players selected in the NFL draft are offered contracts by the teams that selected them. Compensation varies significantly depending on draft order and position. The higher a player is selected the more they are paid. Skill positions like quarterback demand higher compensation than positions like lineman. If the player and team cannot agree on a contract, the player can hold out and refuse to play. If this goes on for the entire season, the player is eligible to enter the draft again the following year.
