  1. (-3x+6/2 >or= to 12) 2

    -3x + 6 >or=to 24

    -3x>or=to 18

    x <or=to -6

    -4y - 10 < 19-2y

    +4y +4y

    -10 < 19 - 6y

    -19 -19

    -29 <-6y

    4 5/6 >y

  2. 1)  subtract 6/2 (3) from 12, getting 9

divide 9 by -3, but since you're dividing by a negative, you flip the sign, getting x is less than or equal to -3

    2) add 10 to both sides, getting -4y less than 29-2y

add 2y to both sides, getting -2y less than 29

divide by negative 2, once again flipping the sign since you're dividing by a negative

you should get y is greater than -14.5

Hope this helps you understand it better!  Just remember you only flip the sign when dividing by a negative, otherwise you treat it just like an equal sign.
