What are the aspects involved in outdoor patio cooling systems?

Example: restaurant/bar patios that have fans blowing water mist

humidity alone would just make it more unbearable I imagine

so the air-flow is an issue obviously

what are the climatic elements to consider in having a system like that? dew point? humidity? air speed?

where can I find out more about those eco-friendly "cooling tower" type chimneys that have the hot air rise and then force cooler air down?

I post the question in "weather" as I'd figure it's the same properties as those occurring meteorologically naturally

I am not sure what you mean by cooling tower chimneys.  I do know that in high humid areas you need high pressure pump systems with small tips to keep things from getting wet and for fast evaporative cooling.   The finer the mist the better.  Check out what I build below.  It is going into some parks and outdoor restaurants can use these as well.  This makes it easy for placing fans outdoors.  It is very strong and quiet.
