you can vote, but you are still a second-class citizen until 21. strange, isnt it?

you are responsible for your own actions, you can vote, join the military, get a job, pay your own way, don't have to answer to anyone but yourself etc.

You can vote, smoke, fight and die in the military, drive unrestricted in most states, and live free from your parents.

But, you cannot drink yet.
