  1. If you then brown the meat the flour in the pan will help you thicken the sauce you make.  The flour creates fond, that when liquid is added you bring up all the tasty stuff from the bottom of the pan


  2. there is a certain amount of the flour sealing the other fluids IN the roast and then Sara is correct also.. with the gravy point..
