Most romantic all-inclusive?  Sorry, no such thing!  All inclusives are not very romantic, they are there to appeal to the masses.  But the best one here in Cabo is Riu Palace, then the Riu Santa Fe, then the Crowne Plaza, then the Royal Solaris, then the El Presidente.  If you really want a romantic hotel to stay in, I would recommend Dreams, the Marquis, or one of the smaller boutique hotels that caters to newlyweds and honeymooners.  Expensive unfortunately!
