What are the best bars in Milwaukee, WI?

I'm not a "Water Street" type.

Water Street is either trendy/yuppy or biker trash.  So if that's not you, you could try the bars on National, right around 5th Street.  Stenys, what used to be Timers, and others right on that street.

Victors is good if you are into free appetizers, are older (or are looking to hook up with someone older), and don't mind a bit of cheeze.

I live in Milwaukee and I would say any bar on Water Street downtown.
