Not to much you can do in the rainy season. Roses need careful and attentive pruning along with regular dead heading. They are also prime targets for aphids and this needs to be watched out for. To avoid too much pesticide then if aphids do attack then try a solution of water and washing up liquid .. about nine tenths water .. and spray on the impacted areas .. try to avoid the flower heads and dont over drench the stems.

If the rose gets badly infected with anything then the best bet is to dig it up and burn it. Dont leave it hoping it will cure itself!
