Since you used the words "Investment" and "Policy", I assume you are looking for a life insurance policy.  If your objective is a combination of investment plus insurance coverage, an endowment policy/whole life policy will do that.  But remember that the overhead costs of the these investments through any insurance company is quite high.  A better approach is to split the investment and insurance into two components and "invest" through some good core mutual fund schemes and for insurance pick-up a low cost term insurance cover.

Through this approach you get a best of the breed of both the investment and insurance product.  But in order to achieve this you may need guidance from a investment consultant and you have stick to a long-term plan.  But if you don't have the energy and commitment, go for a endowment policy.

You should build your small savings into a reasonable amount for a good investment. The most convenient and safe could be a Bank's recurring deposit or National Savings Certificates /Kissan Vikas Patra. Mind you, high return would require high risk taking capacity. Better options are there with higher risk, but won't sugest you in the absence of complete/further details from you.

You should build a reasonable amount, provide some (even sum) for contingencies and after some time review the situation before going for higher leaps.
