There is a nursery out of New Mexico that specializes in Xeric plants. Xeriscaping is planting native plants that are drought tolerant. There are many more than just cactus.

Look around you.  What plants do you see growing naturally in the area?

I don't live there, but I would guess that you could use yucca, cactus, cholla, mesquite trees, snakeweed, birds of paradise, and just succulents in general.
