  1. PFD vest type, it slips on over the head. It must have crotch straps and they need be fastened when it is in use. It should be rated for the users weight. Avoid 'horse collar' types. Children need practice rolling over in water. PFDs will not always roll a user face up.


  2. a youth vest, neoprene or not, for that weight. uscg approved, of course
