What are the best pre-school's in the East Valley of Phoenix area?

For busy/full schools, is it true that you need to enroll sometimes years in advance?

Look on www.ofsted.gov.uk as this will show you their inspection results and a bit about what the preschools offer.

As for enrolling it can depend on the preschool...mine goes by date of birth for entry not first come first served as its fairer. But best way is to phone around and ask! I dont think its ever too early to put in application form-ateast when its in you dont have to think about it!
