I would go with Kinzie Chop House over on Kinzie/Wells. Their steaks are top-notch, and they have 2 seater booths to boot!

It's a smaller place (another reason it's romantic), so call ahead with reservations.

The Signature Room would be good with its view or maybe Smith & Wollensky's along the river.

Idk if this is considered a steakhouse but I think it's romantic...Joe's Seafood, Prime Steak & Stone Crab. (60 E Grand Ave)

Also, Ruth's Chris is never dissapointing. (431 N Dearborn St)

Harry Caray's is ok.  Other great ones I can think of: Gibson's, Lawry's, Morton's, Chicago Chop House (right across from Hard Rock Cafe and never been to but always heard great things), and others.  Did a quick yahoo web search because I couldn't think of Gibson's name for a second!  WHY can't you just do your own search? Anyway, found this great site with lists and websites.
