What are the best rt's, caves, areas to train the following pokemon?

You'd probably be best off training against the Pokemon your Pokemon are stronger against, i.e. water against fire, fire against grass, et cetera.

For Floatzel, you might want to try against the Rock type, so any cave would be best. Fire would work as well.

For Kadabra, I'd go against fighting, which can also be found in caves, but try walking around in tall grass too.

Steelix, you'd best go against the Fire type, which I think might be found in caves as well.

Purugly is a normal type, so any Pokemon would be good, minus the Fighting type. However battling against Fighting could train your Pokemon more.

And last but not least, Staraptor. Again try hunting around in caves and grass and such.

It's best to fight against trainers, as you get more exp. points. But wild Pokemon will do as well. Also, try to get the Exp. Share, which will give the Pokemon who is holding this exp. points without having to battle.
