What are the best universities for piloting in USA?

I am looking for a university to do piloting in USA which issues JAA or CAA Pilot Licences. I want to get know some good universities which are located in a very beautiful and a peaceful region. ( its better to be a uni. in New york or DC.)

Embry Riddle Aeronautical University in Daytona Beach or Prescott Arizona. This  University is regarded as the best in the world for a flying education. But you can only get a US license here.
