very high there has been alot of activity with operation nobel eagle having fighter jets fly about up to 25 mile out along the coast searching for boats to report to the coast guard to search.

If you don't get caught by the US Coast Guard you will get caught by the Cuban Coast Guard and then you are going to have problems.
