Temp agencies are totally within the law they would never deal with anything illegal like illegal immigration surely.  Joking aside more than likely a temp recruitment worker from Asia got a mate to steal them and is in on the cut with the agency to get them over and sign up with them.  They have proper documents that way they can still charge them "recruitment fees"

You can be sure of that,  who else would need such a thing , and they  will most likely been bankrolled by this bunch of tossers that think they are a government . The chances are very high. Those passports are on their way to Pakistan and Afghanistan as we speak. Some terrorist want to move in next door to you and me. They would also like to find out where the local gardening store is so they can buy some fertilizer.

There are I guess thousands of Fake Documents that have been used  by  people who are now occupying Council and city jobs . The Poor are under pressure to take less and less for their labour by employing illegals cheaply . The threat of the sack for even the most trivial protest are the shackles used by companies to get slave labour  workers .The Top bosses today get Golden Hand shakes ,and bonuses to take home for keeping worker exploitation alive. Our  top brass for any  huge mistake may lose his job when it comes to light but will be richly pensioned with a lump sum gratuity  that matches a windfall. That is how things have been going for the last  two or three decades.
