What are the concerns that developmental psychology face.?

Basically developmental psychologists deal with the processes of maturity. One of the things that I remember from my psychology class is the debate of whether maturation is a process that takes place all the time or if it happens on and off. I dont know the exact wording but I will try to look in my book.
