  1. In Pennsylvania, the sentence is always a "range" of years, the first number being the minimum time before the possibility of parole, and the second number being the maximum possible time, at which point the defendant would be automatically released from prison.

    The sentence guidelines for third degree murder without a deadly weapon in PA ranges from 6-12 years to 20-40 years, assuming no prior record.  However these guidelines are discretionary, not mandatory.  If a judge sentences within the guidelines then that is a defense towards any possible appeal of the sentence by any party.

    If the defendant was previously found guilty of murder or voluntary manslaughter however the mandatory sentence for 3rd degree murder would be life imprisonment.  If this is the defendant's 3rd violent offense than the sentence would be 25-50 years or life imprisonment, if the 2nd violent offense than a mandatory minimum of 10-20 years.  However since you mention that the defendants are minors I somehow doubt these 2 or 3 strikes laws apply.

    In Pennsylvania, murder is by law always tried in criminal court and never in juvenile court, as long as the defendant is at least 13 years old.  The defense can motion for the murder charge to be moved into juvenile court, but considering the seriousness of the offense I don't think any judge would ever permit this.
