What are the consequences of underage driving in utah?

My friend is 15 he has his permit only and he is the only person in his house who can drive, meaning his parent doesn't drive. I am worried he could get into a lot of trouble and wanted to know what the consequences for his actions could be. He said I shouldn't worry because his parent signed for financial responsibility...

  1. Financial responsibility will not bring you back to life in the event of an accident, if you are a true friend yo will deal with this in the appropriate matter. and bring this to his parents attention. He or she will probably say that they don't want anything else to do with you but believe me, I've been there and in the long run you will of done the right thing. It's not snitching on them if you feel love for them.

He needs a licensed driver in the car with him or her when driving.  Could lose license until 18.  Technically it is driving without a license as the learner's permit is not good enough.  Now some states allow driving at lower ages, esp. farming communities but usually only on roads going from one field to another.  Now if a parent has a license, even though no longer drives because of some infirmity but still has license, then a license is a license and he would be in the clear.

    He could get in trouble and not only could have financial obligations, but if killed someone, the fact that he was driving without a license (and learner's permit is not a license without an adult with license in car) could have an impact on his negligence.  And could lose license if pulled over.  Could have light out- headlight, tail light, license plate light or just drive a bit erratic and be pulled over.  It is foolish.
