It's not a matter of downloading, is a matter of copyrights, and mexican copyright laws are strict, but is difficult for the Police to enforce them because of the size of the country. In recent weeks I heard that the special internet unit of the Federal Police caught on several internet cafes that allowed their customers to download copyrighted material. But I find it difficult they will do the same with home internet users.
