[Answer: Adds to the average variable cost of the firm/industry but by doing so, extra workers may work towards MES and maximizing efficiency within the economy (or it might totally congest the firm and actually cause total production to go down).  Like the first poster said, it's too vague, so maybe a little more detail next time.]
